Ninh Binh is about 95 km south of Hanoi. The expressway makes this one of the easiest trips in Vietnam. You have three real options.

Which one should you take?
Travelling alone with a backpack and no fixed plans? The bus is the cheapest way, if you do not mind the fixed times.
With 2 or more people, do the math. Two bus tickets plus a taxi on each end already comes close to 1,000,000 VND, and you carry your bags between every leg. A private car for up to 3 people is 1,200,000 VND door to door. With children, luggage, or an early boat to catch in Tam Coc, the car wins easily.
